How to translate label per user language preference

Summary:

Hi,

We see some tile labels are not translated to user preferred language other than English.

I see that few tiles (Hire an Employee, Add a NonWorkeretc) are not translated to preferred language. Is there any reason why some labels are not translated to user preferred language? How can we translate the labels to user preferred language?
