Approval flow not sensing Representativeg

Summary:

Using Document of Records Approval Flow

1st Level is set to go to Line Manager

2nd Level is set to go to Represenative

3rd Level is set to go to Application Role

Area of responsibility is set for an Employee A with 'Business Unit A' as the scope

Employee B is attched to the Business Unit A

When Employee submits the Doc Record, Approval flows to Line Manager, ignores Representative and flows to Application Role.
