Promote Transaction Error: You must enter a valid value for the Location ID field. (PER-1530231)

May I ask for your help please?

As a Line Manager, I am trying to promote a direct report. However, I have encountered the below error.

Please note that the Location assigned to the direct report has been set to inactive prior to this transaction. Thinking it was the root cause of this issue, so I assigned an active Location to this direct report including the previous effective date employment record. When I try to re-submit, I encounter the same issue.

Would you know what is the root cause of this issue? is there any process that I should run to get the data in sync? Maybe the Promote transaction still gets the previous Location which is already inactive.
