Document of Records Workflow not working correctly

Summary: We have used 3 rules ie. one for HROps, one for nonHROPS and for all other docs. But when we submit DOR from HROPS login it is again going for approval and also if employee having HROPS role, it is auto approving. It shoud autoapprove only when we submit any DOR from HROPS login having HROPS role. Please find below rules. I have also raised SR but they are asking to raise in Community

For HROPS - It should be Selfautoappoved
