Why can I not see submitted extracts in HCM Data Exchange?

Summary:

I am trying to integrate HCM with Oracle Workforce. Workforce provides Extract templates for this out of the box. I imported these templates into HCM per the below documentation. These templates were all validated. My user has HCM Integration Specialist and Payroll Admin- but when I submit an extract, I see nothing in the view extract results. What am I missing? For example I will submit EPBCS_Entity with an effective date of today.
