Disable Cancel Offer component of Cancel and Redraft Offer

Summary:

We have enabled the Cancel and Redraft Offer feature delivered in 24A but have found that, when an offer is cancelled, the record is completely removed from core. Prior to using this feature we were adding a term date to the record to trigger an inactivation to our downstream systems. However, since turning this feature on, it is causing an issue with our integration files where they are not being recognized as being a back-out-of-hire situation.

To enable this feature it requires us to enable one profile value option and add 2 security privileges to our user population (one for cancel and one for redraft).
