DOR approval should trigger when raised from My Team by Line Manager

We have a requirement of DOR approvals which should trigger only when raised by a line manager for their team. If DOR is raised by HR Specialist, then it should get auto approved. It is working fine for a user who only has Line Manager role. However, when a user has both Line Manager as well as HR Specialist role the approval is getting auto-approved even if it was raised for a team member via My Team> Document Records.

My question is whether it is expected to have the HR specialist condition override line manager condition? If someone has worked on similar scenario, please share your suggestions.
