Need to restrict Security Access to HR for Pending workers

Summary:

We have Custom HR Role and person Data access is given for only Employees. They dont have access to Active Pending workers, however when pending worker becomes Employee, HRs getting access to both Pending worker and Employee assignments in Person management.

We wanted to restrict access to Pending worker. Please let us know if this is feasible.
