We are facing an issue with using the 'Add Assignee' action on the workflow transaction as Initiator/Participant to add additional approvers. The issue occurs when the workflow has only one level approver. Is this expected functionality?

If the workflow has more than one level of approval, then the 'Add Assignee' action works and additional assignees can be added. In other cases, the (+) icon to add an assignee will be greyed out or non-actionable.
