There are three scenarios that can be use to create job requisitions (Oracle seeded/vanilla)

• Shared process: The process is shared between the hiring manager and the recruiter.
• Hiring manager process: A hiring manager, responsible for the entire job requisition creation process
• Recruiter process: As a recruiter, you're responsible for the entire job requisition creation process

From my knowledge not sure below deviation is at all possible?
Requirements for Create/Initiate Job Requisition:

Hiring Manager to initiate requisition process (partial completion of job requisition), then needs to route to HR Manager to complete certain additional parts of the Job Requisition > HR Manager to allocate to HR Administrator, HR Administrator to add/complete additional Job Requisition information > then only to Recruiter
