Role that can see report to all employees

Hello,

My client demands that I create a role that can access all the employee data in the reports and analysis section.

I made a custom role that has these privileges/roles:

But in the report and anayltics section, the user that has this role can view only his employees (he is a line manager also)

I try to give data role to the role I have made

and got this error

I can't give the user human resources analysis because he can't access the person management and all other HR screens except reports and analytics.
