Recruiter unable to create Job Offer

Hi,

The recruiter is unable to create Job offer as "Create Job Offer" is greyed out.

The recruiter has the Recruiter Data Role with privileges Initiate Job offer and View Job Offer.

Please suggest the solution for the same.
