Approval routed to HR if Employee has a future dated record

Summary:

Currently, if a manager submits a transaction on a contingent worker (change assignment) and the worker has a future dated record they receive the following warning. We want to know if it is possible to configure an approval rule where HR receives a notification or route the approval to HR when there is a future dated row so they know to go in and update.
