HROPs rule conflicting with other rules and not autoapproving

Summary:

We have written different for EMEA region and non EMEA countries for Promote, Transfer, Change Salary and Working hours. But whenever HROPs initiates the transaction, it should be autoapproved. When i login as HROps, For Non EMEA region, it is autoapproving. but if i initiate for any EMEA country, it is going for approval which should not happen. Any transaction initiated by HROPs should be autoapproved. I tried using pattern also from BPM Worklist, but still it is not working. Could any one face the same issue and share your thoughts on the same
