How to set default managers quick actions under Redwood person spotlight page

Summary:

We would like to change the list of quick actions that appear by default for managers when viewing employee details on person spotlight page.

We see that each user can change their list but would like to set a standard default for all managers that is different to that currently displayed.

It does not appear to be linked to list controlled in spotlight and i cannot see anyway to control this is visual studio builder

how do we determine which actions are pinned as default - for example we would like to change Add Anytime document and Bulk Manager Change for the Promote and Transfer actions
