Workflow Termination without a Manager

Summary:

We have already configured HR and Line Manager rules with respective approval flow, and it is working as expected. However, we have got new requirement wherein they need to allow the Termination workflow to be successful even if there isn't a manager. This is needed if client have to manually add a past hire & termination row the same before creating a retiree non-worker record.
