Restrict User from viewing another Legal Employer

Need to restrict a user from viewing other Legal Employer personal records.

Dear all, I am trying to restrict a person in US to view only US employees (US Legal Employer).
Step 1 : Created AOR and attached to that employee (selected the US legal employer) .

Step 2: created Person Security profile and secured by AOR.
Step 3: Attached this Person Security profile in the Data role (Secure by Person Security Profile ).
Still he can view another Legal employer. Please let me know what did i miss?
