Can we create Grade Steps Values without the Ladders?

I would like to know if it is possible to create Grade Steps Values without the Grade Ladder.

We have 2 type of Grades - Grades with Rates (here we are covered and the configuration is straightforward Grades creation then Grade Rates (so basically minimum and maximum per grade no steps required) and we add those to the Salary Basis .

Then we have Grades with Steps and for each and every step of course we have values (up to 41 steps per grade). From my experience with Oracle HCM it looks like we can create grades with steps (directly through the action Grade) but we can not add there values. If we want to add values we would need to create a Ladder > select the Grade with Steps> add the steps > add the steps values.
