Approver is able to approve the transaction at same time for both his instances

Summary:

We have a issue where the approver is coming twice in the approval transaction 1st in the node1 and then the approver again appears at node3. But when the approver approves the transaction for the 1st node. He is having the option to approve the third node before the node2 getting approved by the other approval.
