We want to create DFF with dependent value set with free text also

We are trying to create value set where first value set is having value A,B,C and second value set is free text we want to pop up value in second value set based on first, for example if user select A in first value set then in second value set "X" value should pop up and when B is selected then second value set should accept free text we are trying but it is not taking free text for dependent value set.
