Is there a way to create a Shared Service Center BU for Invoice Entry and Payments?

Business is looking that invoice will be created in Saudi Business Unit and Payment needs to be done in UAE Business Unit. Below is the enterprise structure. Saudi Ledger, Saudi Legal Entity, Saudi Business Unit UAE Ledger, UAE Legal Entity, UAE Business Unit Is there any way to do this in Oracle Fusion and, if not, any workaround to fulfill this requirement?
