How to capture badges against an employee, e.g. Justice of Peace (notary)

Summary:

Justice of Peace (equivalent of a Notary) can certify document copies in Australia. This is part of a community service and a volunteer role. As an employee, I want this credential to be discoverable to others in my Organisation, so that other employees can take advantage of the services I provide. Which functionality would be most suited for this?

We have looked at Areas of Responsibility, but this is a work-around at best, as what I am after is a Justice of Peace badge, rather than an AOR with a span of control.
