FR RTT Days Annual Accrual Lookup

Summary:

The annual accrual for the FR RTT Days absence plan changes each year.  Currently, the annual accrual is hard-coded to 13 days every year.  For 2023, the annual accrual was 13 days.  For 2024, the annual accrual is 9 days.

we have created a lookup table that will specify the annual accrual for each year, so that HR can update the lookup table each year with a new entry and the annual accrual will automatically be picked up from the lookup table.
