can we restrict list of reference data sets

Summary:

When we create a Job, Location, Department etc, the system asks us to select the reference data set. Is there any option to restrict the list based on user security.

We have multiple entities in our system and we dont want the HRs to see the reference set LOV of other entities. Is there any option to achieve this.
