Blocking domains from a tenant/organisation level

We work in a competitive industry and we want to try and setup a barrier for our competitors trying to access our prospectus (like a sales brochure in the form of a pdf we send by email after you complete a form submission).

Currently if you fill out our eloqua form on one of our eloqua landing pages we use the processing step "add to campaign" then use a shared filter on that campaign to filter out any email that has the domain of our competitors or of any major free mail accounts (gmail, yahoo, etc).

I looked at the online doucmentation and the other forum posts and to my knowledge this is the only way to stop certain domains from recieving emails? Is there a organisational level 'blacklist' in eloqua that I can list out domains from ever recieving any emails from us?
