Error while opening Requisition which is in Draft - In Progress state

When recruiter tries to open job requisition below mentioned error arise:

ADF_FACES-60097:For more information, please see the server's error log for an entry beginning with: ADF_FACES-60096:Server Exception during PPR, #27'

We have raised an SR, and they suggested us to add Privilege 'Initiate Job Requisition Using Blank Requisition' to our custom Recruiter role, but we don't want to provide this access to Recruiter. Please suggest us any workaround.
