Cannot attach navigation key URL to a pop-up notification on Fusion

I am trying to navigate to my OIC instance via a notification pop-up on the fusion
We are using this REST API
/fscmRestApi/resources/11.13.18.05/atkPopupItems/
I found in this document https://docs.oracle.com/en/cloud/saas/applications-common/24b/farca/op-atkpopupitems-post.html
to post the notification and it has a parameter of navigation key URL "NavigationURLKey", but it's not working to navigate to the assigned URL when the notification is posted.
Note: the navigation URL key must be 80 characters, and my URL's length is more than that, even though when the URL is less than that it does not navigate.
