Every when do the Licenses and Certifications, and Skills have the "Updates Profile" icon?

I noticed that not all Licenses and Certifications, and Skills have the "Updates Profile" icon in them. With this, every time the learner completes the Specialization/Course, the Talent Profile of the learner will only be automatically updated if the gained License/Skill has the "Updates Profile" logo in it. What is the basis of this "Updates Profile"?
