How to link an assignment status to an action?

Summary:

My understanding was that this was delivered in 20C,

However, whilst i found i could default status, INACTIVE_NO_PAYROLL for End Assignment action, it was also
showing on Termination page. I want this to be INACTIVE_NO_PAYROLL_LEAVER.

i checked the actions and on Terminate, found there was no field for status. Is that the reason? Why is that?
