Attachment is not visible in PR page in editable mode

Summary:

I Cannot see attachment option in PR header page when PR is in editable mode, I tried to add it through the sandbox but even in sandbox also attachment option is not there, it seems in sandbox the attachment option is deleted but when I am trying to add I am not getting the correct path to add. please suggest to add the attachment or any other option to get the attachment in PR header
