Did the ability to view Job Alerts sent to candidates on the Messages tab in ORC go away?

We noted that since we moved to the new ESS job - Process Recruiting Job Alerts- we are no longer seeing messages being tracked in the Messages tab in ORC. We can confirm that the job alert is being sent but not being tracked as expected. Oracle has advised that this could be expected behavior with the new Process Recruiting Job Alerts ESS job. Can Oracle confirm that this behavior is now expected AND provide the documentation where this change in behavior is tracked?
