Oracle Recruiting Cloud Posting Timezone

What is the purpose of the Timezone in the Oracle Recruiting Cloud Requisition Posting, and how can you default it to a specific time zone.

Ours defaults to UTC time everytime, Can it be derived from the users preferences? I found example below of the timezone being defaulted to another timezone.
