Can we use Nonworkers Not managed by HR in recruiting for offer creation?

Hi, one of our non-US geographies wants to use the recruiting module for hiring external consultants. We use the category Non-worker Not Managed by HR for this person type. Is it possible to have this person type in recruiting at offer creation stage? I don't see this available in the current dropdowns, but I was wondering if there is extra configuration needed.

As a follow up question, if it is possible, then we can stop the Onboarding journey from automatically triggering for this person type?
