HDL to change assignment status of previous assignment after global transfer

Once the HDL is loaded for a new Global Transfer record, the previous assignment should automatically terminate with a Termination Date, and its Assignment Status should change to 'Inactive - Payroll Eligible'. However, with the data file provided below, both the new and old assignments are showing as active, each with a different worker number.
