Approval set up for Line manager, Hr ops and FYI to matrix manager

We have a requirement where we need to set an approval where it has to go to 2 level 1st to the line manager and second to the HR Ops and FYI to Matrix manager, but in case there is no matrix manager attached to the employee then the approval should go to line manager and hr ops , but in our system in such cases the transaction is getting stuck if it is unable to find the matrix manager. Please help with the same
