Is it possible to create an approval rule based on a specific field being changed by a line manager?

We are looking to set up an approval rule with bell icon notification for the example of a line manager keying a change to a specific field within a direct reports profile. In this scenario the field we are interested in is End Date/Projected End Date. If the line manager extends this value we want an approval rule to be in place for us/HR to accept or decline the request. Does anyone who is an expert in this area know if this is even possible and if so any advice/examples on how we create this?
