Is a Product Management license required to use the Product Management (Redwood) Search for Items?

Summary:

My Customer is on 24C and does not have a Product Management License. They are using Procurement and have defined Purchased Items.

I have "enabled" the Feature: Search Product Management Content Using the Redwood User Experience per the following:

However, Only the Item Templates display in the Product Management Search. Is a Product Management license required to use this feature? I could not find anything specific regarding licenses for this feature in the following:

I ran the "Analyze and Fix" and I see the Item count in the log file, however they do not display. I should have the appropriate Privileges and Data Access assigned to my User.
