How do we hide Phases from Hiring Managers?

We need to hide the New and Screening phases from Hiring managers so that recruiters share shortlisted candidates for HM review phases only:

From our R&D we can only restrict sequential phases. Is this correct?

Also do we need to create a phase from scratch to edit the Visibility to restricted.

Can we restrict States as well?
