Can a user access Opportunity Marketplace without worker

Business Requirement:

Client is using PSFT Cloud HR for creating/maintaining employee information. They are moving jus the Recruiting function from Taleo to ORC. The client does not want to create or maintain employee/worker records in Oracle cloud.

Once a candidate accepts the offer, the candidate details will be sent over to PSFT via custom integration and employee record created in PSFT. SSO will be enabled for users to login into Oracle cloud and apply for jobs from Opportunity Marketplace. A custom integration from client IDP (Identify Provider) system to Oracle cloud will create the user accounts for existing (PSFT) employees to access ORC.
