Oracle has out of the box HSDL Templates that are based on Business Object "Calculation Card". Below is a list of these HSDL templates that are out of the box (Sample list only and not complete list).

US Federal Calculation Rules for Tax Reporting and Payroll Statutory Unit
US Federal Tax Withholding Card 2020
US State IN Tax Withholding Card
US State MA Tax Withholding Card
US State PA Tax Withholding Card
US State NY Tax Withholding Card

In 24a, Oracle delivered "Tax Withholding" business object support for HDL. There is no out of the box HSDL for this business object.
