Do Transaction Security Profile's adhere to the Person Security Profile as well?

Summary:

Hi, We are considering activating Transaction Security but we want to know if the Person Security is also maintained?

For example, If we give our HR Busines Partners access to the Global Human Resources > Employment are for Transaction Security and their Person Security grants them access to one Business Unit (via AOR), does that mean they can only see transactions for those people that belong in their Business Unit/AOR?
