Candidate submission internal documents

Hi,

In ORC, I have added internal documents for an applicat. When we create offer letter for the same candidate, the internal document section, it is not appearing . We need to attach again if required. Is it expected behaviour ? how can we get the documents attached under candidate internal document when creating offer?
