HDL not working due to Auto complete rules

Summary:

We are trying to load a HDL for Global Transfer but it is restricted due to Auto Complete Rules even though there is country specific filter criteria. Also Run Diagnostics is not showing a clear error message. Has anyone encountered this issue? The error message is "Value of year must be greater than 0".
