Restrict User from viewing other country's record

Summary:

Hi,

I am trying to restrict user from viewing other country data.

( As suggested by business, we should not hard code values in the security profile) So I tried to restrict by LDG security profile.

When I attach the LDG security profile, the person Management gets vanished for the particular user and when I remove the LDG security profile from the data role - HR Specialist and HR analyst, the person management was appearing for that particular user. Please could someone let me know how to overcome this issue ?
