Remove email template from Redwood Candidate details messages page

Currently in responsive there is no option to select an email template

Since moving to the Redwood Candidate details page there is an option to select from a template. The template that it seems to display is SMS_OPTOUT_CAND_COMM_PREF_UPD from the content library.

This template doesnt really make sense to our business as we dont have text messaging intergrated so we dont want to display it. However even if I inactivate the recruiting content item its still displaying? I cant hide it in VB either Anyone else seen this?
