How to increase priority of BPA when auto process PR

We have 2 procurement BU: BU_SN_HK and BU_JS_HK, and one requistioning BU: BU_SN_JP
When we create PR that requistioning BU is BU_SN_JP, the PR always auto-create into a PO that procurement BU is BU_SN_HK, unless we disable BU_SN_HK's BPA.
Is there any way to auto-create BU_JS_HK's PO and meanwhile keep BU_SN_HK's BPA active?
