User unable to create a job offer for position associated with requisition

Summary:

We are facing a issue where the user is not able to procced to create a job offer for a position and getting error message as below :

You must enter a valid value for the Organization ID field. (PER-1530231)
You need to enter a valid value in the field for the transaction to succeed. For example, you must only enter a number in the Job ID field.

Has anyone faced this issue before ? How do we resolve this issue ?
