Make email non mandatory while external candidate apply for job

When external candidate in external career site apply for job, email address has to be entered, after that all the details has to be filled by the candidate, after that the candidate click on submit. They receive OTP for verification.

Our client does not want email address and OTP verification mandatory. Is it possible?
