Custom PO Inquiry role is created but we are not able to give data access set as legal Entity level

Summary:

Custom PO Inquiry role is created but we are not able to give data access set at legal Entity level. I have selected Legal entity as a data access set level for 3 legal entities, although the user can see the po, invoices, journals created for legal entities other than these 3.
