How to reduce the size of RTF template for Course completion

Summary:

I added a heading banner and a footer image in the RTF template and changed one tag. This increased the size of the file to over 14K KB, which cannot be uploaded.

Any suggestions on how to either reduce the size of the file or any other ways to add the images are highly appreciated.
